2. THIS MESSAGE OUTLINES BENCHMARKS AND PROGRAM ELEMENTS FOR THE RETENTION EXCELLENCE RECOGNITION PROGRAMS FOR FY09.
3. BENCHMARKS. THE FOLLOWING METRICS WILL BE USED FOR THE FY09 RETENTION AWARD PROGRAMS:
ZONE A REENLISTMENT: 48%
ZONE B REENLISTMENT: 58%
ZONE C REENLISTMENT: 82%
ZONE A ATTRITION: 6.2%
A. IF BENCHMARK ADJUSTMENTS ARE REQUIRED DURING THE FY, USFF WILL ANNOUNCE CHANGES VIA MESSAGE. UPDATED BENCHMARKS WILL NOT BE ENFORCED UNTIL THE QUARTER FOLLOWING AN ADJUSTMENT.
B. RESERVE AFFLIATION. USFF IS BETA TESTING A RESERVE AFFILIATION
(RA) BENCHMARK OF 10% DURING FY09. THIS BENCHMARK WILL NOT BE USED WHEN CONSIDERING COMMANDS FOR THE FY09 RETENTION AWARDS.
WE WILL MEASURE RA IN ALL ZONES COMBINED VICE INDIVIDUALLY FOR THIS BETA TEST TO DETERMINE HOW MANY COMMANDS WOULD ACHIEVE THIS BENCHMARK.
RESULTS WILL BE COMMUNICATED TO EACH TYCOM. COMMANDS PAGE 03
RUCBCLF9649 UNCLAS WILL CONTINUE RECEIVING REENLISTMENT CREDIT FOR RA IN ZONES A/B/C.
4. PROGRAM ELEMENTS:
A. REPORT SUBMISSIONS FROM COMMANDS ARE NOT REQUIRED. PROGRAM MANAGERS EXTRACT RETENTION DATA FROM THE NAVY RETENTION MONITORING SYSTEM (NRMS).
B. QUARTERLY HONOR ROLL. COMMANDS MUST MEET OR EXCEED THE BENCHMARKS IN PARA 3 TO QUALIFY FOR THE QUARTERLY HONOR ROLL.
AWARDEES MAY FLY THE RETENTION HONOR ROLL PENNANT AFTER THE ANNOUNCEMENT MESSAGE UNTIL THE RESULTS OF THE NEXT QUARTER IS RELEASED. A COMMAND SHALL HAUL DOWN THE PENNANT IF IT FAILS TO QUALIFY THE FOLLOWING QUARTER. TYCOMS WILL PROVIDE FIRST-TIME HONOR\ROLL WINNERS WITH AN HONOR ROLL PENNANT. C. ANNUAL RETENTION EXCELLENCE AWARD. A COMMAND QUALIFIES FOR THE ANNUAL RETENTION EXCELLENCE AWARD BY EARNING TWO OR MORE QUARTERLY HONOR ROLL AWARDS DURING THE FISCAL YEAR OR HAVE, IN THE AGGREGATE OVER THE FISCAL YEAR, MET OR EXCEEDED THE BENCHMARKS IN PARA 3. AWARDEES MAY PAINT THEIR ANCHORS GOLD FOLLOWING THE ANNOUNCEMENT MESSAGE UNTIL RELEASE OF THE NEXT FISCAL YEAR AWARD PAGE 04 RUCBCLF9649 UNCLAS MESSAGE. RESPECTIVE ECHELON 2 COMMANDS WILL PROVIDE PLAQUES AND/OR COMMENDATORY CERTIFICATES AS APPLICABLE.
D. COMPUTATIONS. ONE ZONE WITH ZERO TRANSACTIONS WILL DEFAULT TO 100 PERCENT REENLISTMENT RATE IF A COMMAND HAS TRANSACTIONS IN THE OTHER TWO MEASURED ZONES. ONLY ONE ZONE MAY DEFAULT TO 100 PERCENT.
E. COMMANDS THAT WIN THE HONOR ROLL IN A QUARTER DURING CURRENT FY (CARRY OVER FROM PREVIOUS FY IS NOT AUTHORIZED) AND HAVE NO DISQUALIFYING TRANSACTIONS (SEPARATIONS AT OR BEFORE EAOS) IN THE SUBSEQUENT QUARTER WILL REMAIN ON THE HONOR ROLL.
F. PRIOR TO THE FIRST QUARTER AWARD PARENT COMMANDS SHALL INDICATE THE STATUS OF THEIR COMPONENT UICS. THEIR RETENTION STATISTICS MAY BE MEASURED INDIVIDUALLY OR CONSOLIDATED WITH THE PARENT UIC FOR THE REMAINDER OF THE FISCAL YEAR.
G. MANY COMMANDS EXECUTE OUTSTANDING PROGRAMS WHICH THEIR RETENTION PERCENTAGES MAY NOT REFLECT. TYCOMS MAY RECOMMEND COMMANDS FOR RETENTION AWARDS IF THEY HAVE NOT MET BENCHMARKS IF: A COMMAND RECEIVED HIGH PRAISE DURING THEIR MOST RECENT CAREER DEVELOPMENT PROGRAM REVIEW AND HAS DEMONSTRATED SIGNIFICANT IMPROVEMENT DURING THE REPORTING PERIOD, OR HAS PERSEVERED DESPITE PAGE 05 RUCBCLF9649 UNCLAS UNIQUE CIRCUMSTANCES. COMMANDS MUST HAVE A CAREER DEVELOPMENT PROGRAM ASSESSMENT CONDUCTED DURING THE FISCAL YEAR IN ORDER TO BE ELIGIBLE FOR THE RETENTION EXCELLENCE AWARD.
5. FY09 BEGINS A TRANSITION FROM AN ENTIRELY STATISTICS BASED AWARD TO A PERFORMANCE BASED AWARD. DURING FY09 WE WILL MONITOR ADDITIONAL PERFORMANCE FACTORS THAT IMPACT RETENTION AND ATTRITION.
CAREER COUNSELORS DO NOT MANAGE EVERY PRORGAM WE WILL MONITOR, SO THE ENTIRE COMMAND MUST BE ENGAGED IN SAILOR CAREER DEVELOPMENT.
THE USE OF CAREER INFORMATION MANAGEMENT SYSTEM (CIMS) ANALYTICS AND OTHER ELECTRONIC TOOLS WILL ALLOW THE FLEETS, FORCES, AND ISICS TO REVIEW CAREER DEVELOPMENT PROGRAMS IN A NON-INTRUSIVE MANNER.
6. AWARD ANNOUNCEMENTS. QUARTERLY AND ANNUAL AWARDS ARE DELAYED ONE MONTH TO ALLOW SUFFICIENT TIME FOR TRANSACTIONS TO POST IN THE ENLISTED MASTER FILE. FOR EXAMPLE, WE WILL RELEASE THE FIRST QUARTER FY09 HONOR ROLL MESSAGE IN FEBRUARY 2009 VICE JANUARY 2009.
7. OUR COMMITMENT TO MAINTAINING FLEET READINESS THROUGH RETENTION PROGRAMS AND POLICIES REMAINS FIRM. STANDARDS AND CONDUCT, IMAGINATIVE AND INVOLVED LEADERSHIP, CLEAR POLICIES AND SUPPORT OF NAVY QUALITY OF LIFE PROGRAMS HAVE A DIRECT POSITIVE IMPACT ON SAILOR BEHAVIOR AND RETENTION.
