What is the min and max number of years a SVM can reenlist for SRB?

The minimum is 3 and max is 6 years for active duty.

If you are asking about submitting a conversion package, here are a few things to consider. Are you getting SRB for your current rate? If the chain of command supports I say 12 months is a good time. The idea is to give a little extra time to submit and process your request before you get in a negotiation window for orders. That way if you are approved for conversion, you will transfer to your gaining command converted. Again if the COC approves and you talk your rating detailer you can submit earlier.

One way to find this information is to simply use Google to run a seach for the following or if your CCC has access to: MILPERSMAN 1300-1000 and/or MILPERSMAN 1300-1100.

I do not know for sure, but during this past Navy Counselors Symposium (21-25 July 2008) I was told by several to expect it in with the next month. I do not know how accurate that may be.

On the "Resource Tools" section the are tabs that say "Download". It will come up when you click it or give you and option to save or just download.

I'm working with my PSD to address their manning issues. to properly man a Personnel Office, does anyone know how many Personnel Specialists (PS) need to be assigned for 2,200 records? (i.e. PS:Service Record ratio)

This apprears to be a manpower/manning issue. The ADMIN Officer usually takes care of these issues. In the Resource Tools section there is a phonebook in there. You may also try contacting your Placement Coordinator. He or she will be able to work manning issues from that end if warranted. I am a former PS and not aware of a specific instruction per say that addresses number of personnel per service record. That is not to say there is not one.

As far as I know, there is no official guidance on this. Our old rule of thumb was 1 PN to 100 records. With the advancement of our web based applications (NSIPS, ESR, etc.) I would estimate that it's about 1 PS to 150 records. A quote from this Navy.com article: PSD Afloat Atlantic Serves Norfolk’s Ships, Story Number: NNS070426-2, Release Date: 4/26/2007 5:24:00 PM - "PSD Afloat LANT currently services all 49 of the Mid-Atlantic Region ships at Norfolk and Little Creek except for the aircraft carriers, which are expected to be added incrementally starting in 2008. They also provide services for four destroyer squadrons and one amphibious squadron. This means at the present time there are more than 21,000 records being handled by a staff of 165 personnelmen and two yeomen who provide all pay and service record needs." That comes out to about 127 records per PS. Seems about right to me! V/R, PS1 DCH

OPNAVINST 1740.3 covers Sponsorship and Indoctrination programs. This should give you some guidance on what topics to cover. If you need more information let me know. If might also vary if you are on sea or shore duty.
